Conference focus:
The Center for International Development is hosting a major conference on May 1st at Harvard University which will provide a one-year review and update of the Enhanced HIPC Initiative launched at the Köln Summit. We believe that while some progress has been made, the Enhanced HIPC Initiative remains deeply flawed in design and implementation.
The morning sessions will review and critique the methodologies used by the IMF and the World Bank to establish qualifications for HIPC relief, the progress or lack of progress in implementation, key countries left out of the process so far, and political obstacles within major donor governments (e.g. Japan). The afternoon session will address alternatives to the Bretton Woods reform framework, incorporating the views of the development community more broadly, including many NGO’s, development specialists, WHO, UNICEF, UNDP and others.
