Welcome to CID's HIPC Debt Relief page. The Center for International Development is involved with research on debt relief and has produced the policy paper "Implementing Debt Relief for the HIPCs" (available on this web page). This policy paper discusses why we believe that current debt relief efforts are not sufficient to solving the crisis and contains our proposal for implementing effective debt relief. We also provide information about the debt relief bill that has been introduced to the U.S. House of Representatives.
For those interested in a detailed look at the debt figures, we have created a HIPC Database which covers fifty key debt areas. To assist scholars and other interested individuals to find their way through the debt relief debate, we have sponsored an e-conference site which discusses the main positions and actions.

HIPC Conference 2000

In May 2000, the Center for International Development
in collaboration with Jubilee 2000 hosted a conference at Harvard University on "HIPC Debt Relief:
Where Have We Been? Where Are We Going?" The conference's goals
included a one-year critical review and update of the Enhanced HIPC Initiative launched at the Köln Summit.

Washington, D.C., September 24-25, 1999
CID and the Global Coalition for Africa co-sponsored this conference
with the goal of bringing together HIPC finance ministers, debt relief
experts and policy-makers to promote debt forgiveness and a just and
transparent debt relief program. Coverage includes the Ten Principles on
Debt Cancellation, summary of the conference, photos of conference
participants, real audio excerpts of speeches.

The HIPC Debt Database is a comprehensive collection of HIPC debt statistics and CID calculations. The database is an Excel Workbook which contains nearly fifty worksheets. Each worksheet presents a specific debt statistic by year (1992-1997, 1998) and HIPC country.

Implementing Debt Relief for the HIPCs

The Cologne Initiative (hereafter CI) re-opens the international official discussion about the HIPC (highly indebted poor country) debt crisis. Unfortunately, the CI leaves in place many of the serious flaws of the original HIPC initiative of 1996.
